EMIL CIOBOTARU

is an experienced professional engineer, actively involved in contract management, claims and alternative dispute resolution, currently holding the position of Claims Manager & Head of Contracts Department International within Techno Engineering & Associates Group. After graduating from the Technical University of Civil Engineering in 2003 with a Bachelor of Science in Engineering, Emil has furthered his academic achievements, receiving a Diploma in Surveying in 2006, a Project Management Certificate from the Romanian Chamber of Commerce in 2014, and a Post-Graduate Master’s Degree in construction law and arbitration (LLM) at Robert Gordon University in UK in 2019. Emil is also a Certified Member of the Chartered Institute of Arbitrators. During his impressive and varied career in the construction sector, Emil developed his skills in quantity surveying and contract administration, then commercial contract & claims management and alternative dispute resolution, as well as project management.

His career matured further in Qatar where he dealt with mega-projects, managing a wide range of types and forms of contracts, from FIDIC and bespoke contracts based on JCT and NEC, leading formal disputes and being actively involved in arbitration proceedings.
Emil has also worked in Egypt where he directed the close-out of contractual and commercial matters and the final account for an iconic major project, as well as mentoring his team. More recently, he has returned to Romania to apply the knowledge he’s accumulated in major infrastructure projects and others.
He has specialised in contract & claims management and alternative dispute resolution in construction, involving the management of contract matters, creating contractual strategies to mitigate disputes and to secure client entitlement in the event of claims, as well as the preparation, presentation and defence of claims and subsequent stages including the consultation process, Disputes Adjudication Board and Arbitration proceedings and assistance, presentation and defence of the client’s case during such proceedings.
He is naturally a proactive person with the ability to adapt to requirements at all levels in various disciplines, holding excellent verbal and written communication skills, all of which recommend him as an invaluable asset to any project in which he is involved.
