STELIAN PETREA is a seasoned civil engineer and planning specialist with more than 30 years of experience in the successful delivery, supervision and management of major transport and infrastructure projects. His career spans disciplines in railway renewal and modernisation, national roads and motorways, bridges, port infrastructure, hydrotechnical works and major industrial developments. He has undertaken senior responsibilities on behalf of contractors, consultants, engineers and public-sector organisations.As Manager of the International Forensic Planning Department at Techno Engineering & Associates Group, Stelian heads the multidisciplinary teams providing forensic planning, delay analysis and programme advisory services for major international contractors. His work includes the detailed review and revision of baseline and updated programmes to completion, critical path methodology analysis, the forensic assessment of delay causation and the detailed evaluation of extension of time claims.He prepares and reviews clearly presented, technically robust planning reports and provides strategic advice in connection with contractors' construction claims, dispute avoidance, dispute resolution, arbitration and expert witness assignments. He works closely with clients, legal counsel, technical specialists and project stakeholders, presenting detailed programme information into clear and defensible conclusions.Stelian has extensive knowledge of the FIDIC Red and Yellow Book contracts and advanced proficiency in Oracle Primavera P6. His experience includes major railway rehabilitation schemes forming part of Pan-European Corridor IV, alongside significant national road, bridge, port and industrial infrastructure projects.He is recognised for his analytical rigour, sound technical judgement and his ability to identify the programming, resource and sequencing issues that influence Works progress and critical delay.
