SORIN-PANAIT SETEANU is a highly experienced Contracts and Claims Manager, specialized in the contractual administration of major international construction infrastructure projects. Throughout his career, he has provided strategic advice and hands-on support in relation to complex design and construction contracts, with particular emphasis on transport infrastructure, including railway, metro and highway projects.As Manager of the Contracts Management Department International at Techno Engineering & Associates, Dr. Eng. Sorin-Panait Seteanu coordinates the contractual analysis and management of complex project matters, including the preparation and substantiation of Contractors’ claims, contractual correspondence, risk assessments, entitlement analyses and dispute-avoidance strategies. His work regularly involves the assessment of delays, variations, additional works, design responsibilities, unforeseeable conditions and changes in legislation, as well as the contractual integration of technical, planning, quantum and legal analyses. He has extensive experience in the application and interpretation of FIDIC and other internationally recognized forms of contract, together with the Romanian public procurement and construction legislation. Working closely with legal counsel, engineers, planners and quantum specialists, he assists clients throughout the full contractual process, from project implementation and claim preparation to dispute adjudication, amicable settlement and arbitration proceedings. His engineering background enables him to successfullyaddress contractual matters from both a technical and commercial perspective and to develop practical strategies adapted to the realities of major construction projects.
